# Organization of grassroots occupational safety and sanitation Council

1\. The employer must set up the grassroots occupational safety and sanitation Council in the following cases:

a) The business and production establishments which belong to the areas and business lines specified in Paragraph 1, Article 36 of this Decree and employ 300 persons or more;b) The business and production establishments which are operating in areas and business lines different from the business and production establishments specified under Point a of this Paragraph and employ 1000 persons or more;c) State economic groups and corporations.

2\. The business and production establishments which are different from those specified in Paragraph 1 of this Article should set up the occupational safety and sanitation Council in case of necessity and eligibility for operation.
